<br />City Council Study Session -10/16/06 <br />Minutes - Page 15 <br /> <br />equities and socio-economic discrimination concerns; <br />varying standards and differentiations; long-term policy <br />and the need to strike a balance and whether observations <br />are based on natural distress with change or whether it's <br />something more profound and a deeper policy issue with <br />policies in place that no longer fit the community well. <br /> <br />Mr. Stark noted that staff was frustrated as well, that <br />some issues defied common sense, and staff was <br />challenged with interpretation and enforcement of <br />existing code. <br /> <br />Mayor Klausing thanked staff and Councilmembers for <br />the interesting and beneficial discussion; and <br />recommended that this was an initial discussion pending <br />report of the Visioning Committees; with the Council <br />then providing more specific direction to staff <br />immediately following that report. <br /> <br />8. <br /> <br />At the suggestion of Mr. Stark, staff was directed to <br />provide background information to the City Council from <br />other Planners and those with expertise in discussions and <br />considerations for lot size versus neighborhood character; <br />and other general reading materials for Council <br />absorption prior to future discussions. <br /> <br />Councilmember-Initiated Items for the Council Meeting of <br />October 23 - or future meetings <br /> <br />8.a Request of Councilmember Ihlan: An update on the <br />City Manager Hiring Process <br /> <br />8.b Request of Councilmember Kough: Discussion of <br />Travel Policy for City and Elected Officials <br /> <br />8.c Request of Councilmember Kough: Consideration of <br />an Ordinance to Prohibit Public Urination <br /> <br />8.d Request of Council member Kough: Discussion of the <br />2007 Budget and Proposed City Property Tax Levy <br /> <br />9.
