<br />-- such as McKnight, Northwest, and HUD -- that the City is serious and committed to its housing <br />programs over the long-haul. <br /> <br />Composition of an HRA Board? <br /> <br />Staff's perspective is that there are pros and cons to having a full Council HRA or a community/council <br />HRA. Staff does not support an HRA where there is no Council representation. <br /> <br />Council as an HRA- <br /> <br />Positive: This composition would reduce staff time since the Council could meet as an HRA prior to or <br />following a council meeting where staff is already obligated to attend. <br /> <br />Negative: Council's time is already fully absorbed by other general city issues that housing may not get <br />the focus needed to develop new and maintain the effectiveness of existing housing programs. <br />Planning items logically are handled by a Planning Commission: parks issues by a Park Commission; <br />etc. - housing by a housing group fits that same pattern. <br /> <br />Community representation with some Council presence on the HRA - <br /> <br />Positive: Encourages community participation in the future of housing in the community. New ideas <br />where there is a focus on housing should emerge. Council representation can provide guidance to <br />board regarding logical direction of housing issues supported by the majority of the council. <br /> <br />Negative: Additional staff (HRA) time as there would likely be another meeting for staff to prepare for <br />and attend. In addition, staff would need to take more time to educate community members at large <br />that may not have housing experience. <br /> <br />Staff suggests that an HRA be composed of at least one single family senior resident, one young single <br />family resident, one renter or rental owner, one town home or condo owner and a council member. <br /> <br />Staff continues to discuss the merits of an HRA with housing professionals and additional information <br />may be provided at the Council meeting on June 17,2002. <br /> <br />.
