Mayor Kysylyczyn advised that this <br />presentation could be further utilized at future <br />neighborhood or business group informational meetings. <br /> <br />Mayor Kysylyczyn also directed staff to prepare a draft <br />of a more detailed brochure of the project and provide it <br />to the City Council for review within the next two <br />weeks, to further continue marketing the proj ect within <br />the limited time available for promotion. <br /> <br />B. <br /> <br />Voluntary Budget Work Session #2 <br />Administration, City Council, Community <br />Development, Finance (if more time is desired, <br />continue to Regular Meeting Agenda, Item X.B, <br />Other Business) <br />Due to the extended time for the Public Comment <br />portion of the meeting, this item was continued <br />immediately following the regular Council agenda. <br /> <br />Budget <br />Work Session #2 <br /> <br />III. Public Comment 6:30 p.m. <br />Mayor Kysylyczyn opened the meeting to public comment at <br />this time, and encouraged those audience members wishing to <br />address the Council sit at the microphones available at the table <br />for their comments in order to provide televised capabilities. <br /> <br />A. Lillian Chiarella, 1708 Millwood Avenue <br />Ms. Chiarella introduced herself as the most recent <br />participant in the Ethics Action, and expressed her <br />increasing concerns regarding the way the City Council <br />was moving. Ms. Chiarella addressed the recent Council <br />action regarding standing rules and procedures; the <br />apparent over emphasis on the Mayor's powers in a <br />Statutory Plan B city; the new Assessment Policy and <br />rebate on a recent church assessment; the Housing and <br />Redevelopment Authority; the proposed 2003 budget and <br />any reduction of residential services; the arrogance of the <br />Mayor requesting that his legal fees be paid by the City; <br />
