Special City Council Work Session Minutes - 08/01102 Page 4 II. Emergency Service Preparedness Fire Chief Gasaway provided an overview of the department's operation and a proposed program to enhance the City's emergency service preparedness in case of natural and/or man-made disasters. Chief Gasaway commended the Fire Department and acknowledged the forty-five (45) members of the department who had participated in the development of the proposed strategic plan; stating that the department had been using the plan for practical application over the last two plus years, and it represented the future direction the department was prepared to pursue. Discussion items included hazardous material training; continuous service delivery improvements; concerns identified by the FBI for terrorist threat (i.e., natural gas utilities; hazardous material storage and transportation; secondary devices used against emergency personnel; water treatment facilities; public gatherings and government buildings); staffing issues; and existing and proposed gear and equipment; Fire Chief Gasaway noted that the upcoming discussion regarding the Fire Department's 2003 budget did not include any provisions for the proposed Strategic Plan, in keeping with City Council mandate. Further discussion included mutual aid services; workload scheduling to maintain services 24/7; and public education of services provided and required. Chief Gasaway asked that the City Council review the Plan as presented and consider the City's long-term commitment to the proposal. Finance Director Miller addressed ways to fund the program and the department's suggested phase-in of the Plan. III.
