<br />Special City Council Work Session Minutes - 08/01102 <br />Page 4 <br /> <br />II. <br /> <br />Emergency Service Preparedness <br />Fire Chief Gasaway provided an overview of the <br />department's operation and a proposed program to <br />enhance the City's emergency service preparedness in <br />case of natural and/or man-made disasters. <br /> <br />Chief Gasaway commended the Fire Department and <br />acknowledged the forty-five (45) members of the <br />department who had participated in the development of <br />the proposed strategic plan; stating that the department <br />had been using the plan for practical application over the <br />last two plus years, and it represented the future direction <br />the department was prepared to pursue. <br /> <br />Discussion items included hazardous material training; <br />continuous service delivery improvements; <br />concerns identified by the FBI for terrorist threat (i.e., <br />natural gas utilities; hazardous material storage and <br />transportation; secondary devices used against <br />emergency personnel; water treatment facilities; public <br />gatherings and government buildings); staffing issues; <br />and existing and proposed gear and equipment; <br /> <br />Fire Chief Gasaway noted that the upcoming discussion <br />regarding the Fire Department's 2003 budget did not <br />include any provisions for the proposed Strategic Plan, in <br />keeping with City Council mandate. <br /> <br />Further discussion included mutual aid services; <br />workload scheduling to maintain services 24/7; and <br />public education of services provided and required. <br /> <br />Chief Gasaway asked that the City Council review the <br />Plan as presented and consider the City's long-term <br />commitment to the proposal. <br />Finance Director Miller addressed ways to fund the <br />program and the department's suggested phase-in of the <br />Plan. <br /> <br />III. Fire Department Strategic Plan and Budget <br />Deputy Chief Tim O'Neill provided a review of the last <br />
