Roll Call <br /> <br />Roll Call: (Voting Order): Maschka, Klausing, Kough, Schroeder and <br />K ysylyczyn. <br /> <br />Absent: None. <br /> <br />Call to Order Call to Order <br />Mayor Kysylyczyn called to order a Special Meeting of the <br />Roseville City Council at 7:00 p.m., following due notice, and <br />welcomed everyone to the Roseville City Council meeting. <br /> <br />I: <br /> <br />2003 Preliminary Budget Levy - Further Consideration of <br />the Maximum Budget Levy Resolution <br />Kysylyczyn moved, Schroeder seconded, adoption of a <br />Resolution entitled, "Resolution Re-Submitting the Preliminary <br />Property Tax Levy on Real Estate to the Ramsey County <br />Auditor for the Fiscal year of 2003 (superceding the resolution <br />passed on the 19th day of August, 2002)," which was provided <br />to Councilmembers as a bench handout. <br /> <br />2003 Preliminary <br />Budget Levy <br /> <br />Mayor Kysylyczyn presented a bench handout dated September <br />3, 2002 providing his comparison figures stating a 5.152% <br />increase from the 2002 General Fund and Miscellaneous Funds <br />Levy to the Staff Proposed 2003 General Fund and <br />Miscellaneous Funds Levy. Mayor Kysylyczyn's proposal was <br />for a 0% increase in the Proposed 2003 General Fund and <br />Miscellaneous Funds Levy at $7,844,063, with a reduction in <br />General Debt Service from $1,078,821 in 2002, to $800,000 in <br />2003. <br /> <br />Councilmember Schroeder asked Finance Director Miller a <br />series of questions regarding levy limits and debt service <br />payments. <br />
