<br />Special City Council Minutes - 09/09/02 <br />Page 3 <br /> <br />the proposed 2003 levy and budget. <br /> <br />City Manager Beets stated that staff had been working on it <br />since June and had proposed what they thought was an <br />appropriate budget to maintain the service levels expected in <br />the community for 2003; but had further identified an <br />additional $1,000,000 in potential reductions if the City <br />Council chose to do so. Mr. Beets reiterated that the proposed <br />budget was prudent, but staff would carry out the directive of <br />Council. <br /> <br />Councilmember Kough specifically asked City Manager Beets <br />regarding potential cuts in staffing, should they elect to reduce <br />the levy further. <br /> <br />City Manager Beets stated that the City had realized cost <br />savings with not filling the Assistant City Manager position, <br />and the length of vacancy prior to selecting a Chief of Police, <br />which had provided additional revenues beyond those <br />proj ected. <br /> <br />Mayor Kysylyczyn identified what he thought were <br />inaccuracies in budget figures, and invited citizen review of <br />those figures. <br /> <br />Mayor Kysylyczyn called for public comment. <br /> <br />AI Sands, 2612 Aldine <br />Mr. Sands stated that he thought the City was "very rich," and <br />that even after approximately $19 Million in debt was paid off, <br />it still was "very rich." Mr. Sands compared the City of <br />Roseville to the cash reserves carried in the cities of Shoreview <br />and Maplewood. Mr. Sands asked that the Council look to the <br />reserves before increasing taxes to residents, particularly senior <br />citizens who have been adversely affected by the stock market <br />fluctuations and low interest rates. Mr. Sands challenged the <br />City Council to use funds in the Tax Reduction Fund and the <br />Street Endowment Fund. <br /> <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee spoke to the levy and budgets being separate <br />
