<br />Special City Council Minutes - 09/09/02 <br />Page 5 <br /> <br />Department options (i.e., higher mileage on squad cars; officer <br />safety under hazardous conditions; higher maintenance costs; <br />best use of officer time and response times). <br /> <br />Mayor Kysylyczyn asked several questions of the audience <br />regarding money management; the proposed levy; and <br />historical levies in the City, with comparisons to the City of St. <br />Paul carrying a zero percent levy for all eight of former Mayor <br />Coleman's terms. <br /> <br />Discussion continued regarding interpretations of the proposed <br />2003 Preliminary Levy and the percentage increase that it <br />represented, compared to the Mayor's proposal and <br />Councilmember Kough's proposal. <br /> <br />After further discussion, Mayor Kysylyczyn withdrew his <br />proposed resolution, making it clear that he did not want to be <br />present at a meeting, or identified with, proposing a tax <br />Increase. <br /> <br />With withdrawal of Mayor Kysylyczyn's motion, the <br />maximum budget and levy resolution adopted August 19, 2002 <br />remained in effect. <br /> <br />II. <br /> <br />Miscellaneous Business - Consideration of Waiving the <br />Attorney-Client Privilege <br />Mayor Kysylyczyn left the meeting at this time, and turned the <br />gavel over to Acting Mayor Kough. <br /> <br />Councilmember Klausing explained his rationale for proposing <br />adoption of a resolution entitled, "Resolution Supporting <br />Waiver of the Attorney Client Privilege." <br /> <br />After discussion, Kough moved, Schroeder seconded, that the <br />resolution be tabled for several weeks to obtain a legal opinion <br />about protecting the City of Roseville and for further <br />consideration by Councilmembers. <br /> <br />Roll Call <br />Ayes: Maschka, Klausing, Kough and Schroeder. <br /> <br />Waiving <br />Attorney Client <br />Privilege <br />
