Second Reading and Enactment of an Ordinance <br />Amending Title 1, Chapter 105 of the Roseville <br />City Code Concerning Indemnification of Public <br />Officials. <br />Kysylyczyn moved, Schroeder seconded, second reading and <br />enactment of Ordinance No. 1269 entitled, "An Ordinance <br />Amending Title 1, Chapter 105 of the Roseville City Code <br />Concerning Indemnification of Public Officials." <br /> <br />Discussion ensued among Councihnelnbers and City Attorney <br />J amnik regarding the intent of the ordinance; any potential <br />conflict of interest in Mayor Kysylyczyn participating in voting <br />on this item; and the rights of elected officials. <br /> <br />Roll Call <br />Ayes: Schroeder, Kough, and Kysylyczyn. <br />Nays: Maschka and Klausing. <br /> <br />C. <br /> <br />Ordinance 1269 <br />Amending Title 1, <br />Chapter 106 <br />Roseville City <br />Code <br />(Indemnification <br />of Public Officials) <br /> <br />Second Reading and Enactment of Shoreland Ordinance 1270 <br />Fence Ordinance. Amending Title 10, <br />Section 1016, <br />Shoreland District <br /> <br />Community Development Director Dennis Welsch addressed <br />inclusion of Planning COlnn1ission text amendment <br />recommendations as follows: "A maximum 25% opacity, 42" <br />height, earth-tone colored fence no closer than 25 feet to OHW, <br />and no unclad fence, applying to lakes and wetlands. Property <br />owners may need to apply for variances for any other <br />alternative closer to the OHW. Pool fencing must meet the <br />requirements of State Building Code for height (and the <br />opacity/style as indicated above). <br /> <br />Kysylyczyn moved, Klausing seconded, second reading and <br />enactment of Ordinance No. 1270 entitled, "An Ordinance <br />Amending Title 10, Section 1016, Shoreland District, by <br />Adding Language which Defines Fences as Structures when <br />Placed in the Shoreland District and Prohibits Placement of <br />Fences Shoreward of the Principal Structure or any Permitted <br />Deck.
