Ramsey County Commission Update <br />County Commissioner Jan Wiessner was present to provide an <br />update on County Commission activities. Commissioner <br />Wiessner distributed information packets, and highlighted <br />accomplishments on the budget; bond rating; redistricting; <br />volunteerism; parks; economic development; housing; the Lake <br />Owasso Residence; welfare reform; transit; libraries; road <br />construction; community corrections; and homeland security. <br /> <br />Mayor Kysylyczyn and Councilmember Kough questioned and <br />commented on several items in the presentation. <br /> <br />B. Public Hearing - Consider Issuing Tax Exempt <br />Bonds for Refinancing Presbyterian Homes, 1910 <br />West County Road D <br />Finance Director Miller provided an overview of the <br />application and request for consideration of issuing tax-exempt <br />bonds for Presbyterian Homes. <br /> <br />Kysylyczyn moved, Schroeder seconded, approval of <br />Resolution No. 10032 entitled, "A Resolution Providing for the <br />Issuance and Sale of up to $8,950,000 Variable Rate Demand <br />Health Care Revenue Refunding Bonds (Presbyterian Homes <br />Care Centers, Inc.
