Regular City Council Minutes - 09/23/02
- Page 9

Mr. Pratt stated that the City's funding through the S.C.O.R.E.
grant through Ramsey County would be reduced, should the
City not include collection at multi-family complexes, as per
State law. Mr. Pratt further clarified that the Residential Solid
Waste and Recycling Citizens Advisory Committee
(RSWRCAC) had provided an extensive update on the 1991
report entitled, "Options for Residential Waste Collection and
Recycling Report for Roseville, Minnesota," with those
recommendations and options presented tonight for Council
action.

Mayor Kysylyczyn referred to the written letter received from
Gary E. Wood, 2060 West Owasso Blvd., distributed as a
bench handout, referencing this agenda item, and previous
comment provided by Ramsey County Commissioner
Weissner.

Mayor Kysylyczyn restated his original motion.

Councilmember Klausing questioned the validity of review by
the newly-appointed Public Works and Transportation
Commission.

Mayor Kysylyczyn provided his rationale in seeking the
Commission's comment, and whether they concurred with the
Citizens' Task Force.

Councilmember Schroeder concurred with Mayor
Kysylyczyn's rationale for review by the Public Works and
Transportation Commission; but suggested more time for them
to absorb the material.

Mayor Kysylyczyn asked for public comment for the record
from several members of the RSWRCAC who were in
attendance at the meeting.

Joseph Wozniak, 718 Sextant Avenue
Mr. Wozniak expressed his confusion as to why the
recommendations were being referred to yet another citizens'
Commission, given the extensive research completed by the
RSWRCAC.
