<br />Regular City Council Minutes - 09/23/02 <br />- Page 9 <br /> <br />Mr. Pratt stated that the City's funding through the S.C.O.R.E. <br />grant through Ramsey County would be reduced, should the <br />City not include collection at multi-family complexes, as per <br />State law. Mr. Pratt further clarified that the Residential Solid <br />Waste and Recycling Citizens Advisory Committee <br />(RSWRCAC) had provided an extensive update on the 1991 <br />report entitled, "Options for Residential Waste Collection and <br />Recycling Report for Roseville, Minnesota," with those <br />recommendations and options presented tonight for Council <br />action. <br /> <br />Mayor Kysylyczyn referred to the written letter received from <br />Gary E. Wood, 2060 West Owasso Blvd., distributed as a <br />bench handout, referencing this agenda item, and previous <br />comment provided by Ramsey County Commissioner <br />Weissner. <br /> <br />Mayor Kysylyczyn restated his original motion. <br /> <br />Councilmember Klausing questioned the validity of review by <br />the newly-appointed Public Works and Transportation <br />Commission. <br /> <br />Mayor Kysylyczyn provided his rationale in seeking the <br />Commission's comment, and whether they concurred with the <br />Citizens' Task Force. <br /> <br />Councilmember Schroeder concurred with Mayor <br />Kysylyczyn's rationale for review by the Public Works and <br />Transportation Commission; but suggested more time for them <br />to absorb the material. <br /> <br />Mayor Kysylyczyn asked for public comment for the record <br />from several members of the RSWRCAC who were in <br />attendance at the meeting. <br /> <br />Joseph Wozniak, 718 Sextant Avenue <br />Mr. Wozniak expressed his confusion as to why the <br />recommendations were being referred to yet another citizens' <br />Commission, given the extensive research completed by the <br />RSWRCAC. <br />
