Mayor Kysylyczyn spoke to the nun1erous public information opportunities provided during the early stages of this project. Schroeder moved, Kough seconded, final (second) reading of Ordinance No. 1271 entitled, "An Ordinance Amending Title 10 of the City Code, Changing the Zoning Map Designation of Certain Real Property at 2245, 2263 and 2275 County Road B, from Single-Fan1ily (R-I) Residency District to a Planned Unit Development with Underlying Zoning Two-Family (R-2) Residence District. " Discussion items included ren10val of street bays, creating a straight street for maintenance purposes; reduction in the number of units; shift in roadways to accommodate additional open space; staff continuing to provide Councilmen1bers with up-to-date information in a tin1ely manner; 10% variation acceptability fron1 plans, without additional Council approval; public concerns regarding landscaping; and further definition of "payment in lieu of land" in Section 6.13 of the staff report regarding park dedication fees as recon1TI1ended by the City's Parks and Recreation Commission on a case-by-case basis. Mayor Kysylyczyn clarified for public information that, should they wish to appeal a staff decision regarding deviation from the approved Site Plan, they needed to bring that information before the City Council, in their capacity as the City's Board of Appeals, as the final arbiter. Mayor Kysylyczyn recognized those members of the audience wishing to speak to this issue. Mary Meyer, 2138 Fairways Lane, requested that the park dedication monies received in lieu of land be used to clean up the pond area, and update the trail in that area.
