<br />Regular City Council Minutes - 09/30/02 <br />Page 9 <br /> <br />Mayor Kysylyczyn refused the point of order, stating the <br />issue was finished. <br /> <br />Mayor Kysylyczyn moved to continue immediately with <br />the agenda items, but then allowed a vote on the appeal of <br />his ruling. He encouraged members to vote aye to affirm <br />that the ruling of the Mayor was the ruling of the body. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder and Kysylyczyn. <br />Maschka, Klausing, Kough. <br /> <br />The ruling of the Mayor did not carry, therefore the appeal <br />of the Chair was successful. Mayor Kysylyczyn then <br />n10ved, but was not seconded, to allow Mr. Lambert to <br />speak for no more than two (2) minutes. <br /> <br />Mr. Lambert addressed the Council, stating he had never <br />taken more than three (3) n1inutes; asked City Manager <br />Beets if there was an incremental cost for each individual <br />page; and expressed approval of the City employees <br />initiative to prepare and sign a petition for the good of the <br />comn1unity; and suggested that the Council consider a <br />professional outside survey to determine the level of <br />happiness among City en1ployees. <br /> <br />Mayor Kysylyczyn stated that, on a related issue brought <br />to the Counciln1ember Schroeder's attention when staff <br />was encouraged to provide input regarding the proposed <br />police and public works building expansions and/or <br />renovations, replies were brought to the Council's <br />attention by phone, rather than the suggested e-mail, with <br />en1ployees expressing fear in their responses becon1ing <br />part of the public record, with potential administrative <br />retributions. Mayor Kysylyczyn responded to Mr. <br />Lambert's suggestion for an outside professional survey, <br />stating that there would be no straight answers, as it <br />appeared to be a core issue, possibly needing a change in <br />leadership. <br /> <br />Councilmen1ber Klausing suggested moving forward with <br />
