<br />Regular City Council Minutes -10/21/02 <br />Page 2 <br /> <br />Mr. Hugh Cullen, Vice President of Roseville Properties, <br />and Ms. Kathy Anderson of KKE Architects, were <br />introduced and presented various components of their <br />preliminary concept proposal for redevelopment of a <br />portion of the one-hundred seventy (170) acre Twin Lakes <br />Redevelopment area. The scope of their proposed project <br />encompassed approximately sixty plus (60+) acres of land <br />located in the northeast quadrant of I-35W/Cleveland <br />Avenue and County Road C, and incorporating a <br />representative gateway to the City from the west. <br /> <br />Mr. Cullen emphasized that their proposal was strictly a <br />preliminary concept plan. <br /> <br />Discussion items included the background of the <br />redevelopment Master Plan for Twin Lakes; approved <br />IvIaster Plan land use summary comparison for flexibility <br />purposes (i.e., maximum density, potential, new taxes, and <br />other impacts); public assistance; and the project's criteria <br />in meeting Roseville's tax increment financing policy. <br /> <br />Mayor Kysylyczyn asked for two (2) reasons why the City <br />should consider offering any public financing assistance <br />for this proposed proj ect. <br /> <br />Mr. Cullen responded with several reasons, including a <br />proposed higher and better use than the current use, citing <br />potential contaminated properties from truck and shipping <br />terminals; new jobs within the entire redevelopment <br />project; location within an existing Tax Increment <br />Financing (TIF) District and meeting the original intent for <br />TIF; potential for additional tax revenue; and additional <br />amenities to the residents. <br /> <br />Councilmember Maschka clarified that the developer was <br />potentially asking for what occurred in the City of New <br />Brighton, with an extension of a TIF District. <br /> <br />Mr. Cullen responded affirmatively. <br /> <br />Councilmember Maschka concurred with the project's <br />
