<br /> <br /> <br />Police Civil Service Commission <br /> <br />Meeting Minutes <br />Tuesday, February 28, 2012 1:00 pm <br />City Hall Elm Room, 2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />Commissioners Present: <br />Chairperson Don Drackert, Commissioner Jim Campbell, Recording Secretary Zoe Jenkins <br /> <br />Others Present: <br /> Chief Rick Mathwig <br />1. The meeting was called to order by Chairperson Drackert at 1:00PM. <br />2. The minutes of the January 10, 2012 meeting were reviewed. <br /> <br />Chief Mathwig recommended a clarification be added to the "interview panel" in section D. The <br />interview panel is the "Chief's Panel" and is comprised of the Chief of Police, three Lieutenants, <br />and the Human Resources Manager for the City of Roseville. <br /> <br />Don Drackert recommended including reference to MN Statute 419.05, Duties of the <br />Commission, to support the one time change in the hiring process as referenced in section E. <br />The statue states, in part, "the commission has absolute control and supervision over the <br />employment, promotion, discharge and suspension of all officers and employees of the police <br />department..." <br /> <br />With these changes to the January 10, 2012 minutes they were approved. <br />3. This being the annual meeting of the Commission, officers were elected for the coming year. <br />Zoe Jenkins was elected chairperson, Don Drackert will assume the duties of recording secretary. <br />There have been no applicants to fulfill the third position on the Commission. <br /> <br />The Commission would like to thank and commend Jim Campbell for his service on the <br />Commission. His duties conclude at the end of this meeting. His service included developing the <br />rules for the commission which were adopted by the City Council in January, 2011. Chief <br />Mathwig supported this commendation as well. <br />4. Chief Mathwig presented the Eligible Register for Entry Level Police Officer and requested <br />certification by the Commission. <br /> <br />Chief Mathwig explained there were initially six applicants, one withdrawing for another <br />opportunity, leaving five finalists. <br /> <br />Kyle Eckert <br />Travis Martin <br />Colin McDonagh <br />Kathryn Walker <br />Kevin Blanchard <br /> <br />Chief Mathwig requests the top three candidates be certified. The Commission so moved, <br />seconded and approved. <br />6.
