The proposed interim use of the property for a secured trailer storage lot will <br />not have an adverse impact on the market value of contiguous properties. <br /> <br />5. The proposed interim use of the property for a secured trailer storage lot will <br />not have an adverse impact on the general public health, safety and welfare. <br /> <br />6. The proposed interim use of the property for a secured trailer storage lot is <br />consistent with the City of Roseville's interim use standards. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the <br />City of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that an interim use <br />permit to allow a secured exterior trailer storage area on property owned by Northern <br />States Power along County Road C2 be approved subject to the following conditions: <br /> <br />1. That portion of the perimeter fence on the south side of the property along <br />County Road C2 must be set back a minimum of 30 feet from the south <br />property line and in line with the southern fence on the Berger Transfer and <br />Storage property to the west. <br /> <br />2. The setback area along County Road C2 must be landscaped similar to the <br />landscaping along the south side of Berger Storage and Transfer's property. <br />(Boulevard trees in accordance with the Street Tree Master Plan - trees from <br />the East-West County Road group planted no less than 35 feet on center.) <br /> <br />3. The initial term of the interim use permit shall be for a period of five years. <br />Upon review and hearing, the interim use permit may be issued for additional <br />periods up to five years each. The Council may discontinue this interim <br />use after five (5) years for no cause, or at any time during the five (5) <br />year interim use term for violations of the City Code or this permit. <br /> <br />4. The interim use permit shall be reviewed administratively on an annual basis <br />on the anniversary date of the resolution granting the interim use permit, with <br />a staff report submitted to the Planning Commission and City Council as <br />needed. <br /> <br />5. The storm water management plan for the property must be reviewed and <br />approved by the Rice Creek Watershed District prior to grading and <br />occupation of the site. <br /> <br />6. The applicant must provide written documentation that the perimeter security <br />fence and trailers stored on the property will be properly grounded at all <br />times in accordance with the National Electric Safety Code standards. <br /> <br />Resolution _ - Page 2 of 3 <br />
