<br />City Council Regular Meeting - 10/23/06 <br />Minutes - Page 2 <br /> <br />A. Al Sands, 2612 AIdine <br />Mr. Sands presented written comment, related to his <br />interpretation of a drafting error in the City's Ordinance <br />dealing with land use in the B-6 Zone (Map). Mr. Sands <br />referenced the Twin Lakes AUAR Map, future land use <br />scenario, approved June 26, 200 I, related to Twin Lakes <br />development and uses. <br /> <br />Mayor Klausing clarified that Mr. Sands' concerns were <br />related to perceived inconsistencies between the map and <br />zoning ordinance; and advised Mr. Sands that the City <br />Council could consider directing staff and the City Attorney <br />to review the matter and return to the City Council at a later <br />date with a report and their interpretation as to whether an <br />inconsistency was apparent. <br /> <br />B. Robert Venters, 1964 Fairview <br />Mr. Venters spoke as an advocate to request that the City <br />Council undertake a fiscal note or analysis for review of the <br />new Twin Lakes revised plan. <br /> <br />Mr. Venters opined that it was important for the City staff to <br />perform an in-house analysis of economic burdens and <br />benefits for the duration and immediately following <br />issuance of a tax increment financing (TIF) bond, to <br />determine the best use of taxpayer dollars. <br /> <br />Mr. Venters assured Councilmembers and the public that he <br />was not suggesting that he was not supportive of the revised <br />plan, further opining that it may be a good idea for the City <br />with the new office and housing components; however, he <br />advocated for the openness of the process for public <br />information purposes; and to alleviate ongoing <br />contentiousness among Councilmembers at the bench. <br /> <br />C.
