<br />City Council Regular Meeting -10/23/06 <br />Minutes - Page 36 <br /> <br />for additional support staff and turnout gear with <br />elimination of the Assistant Fire Chief position, with a net <br />cost savings. <br /> <br />Public Comment <br />AI Sands, 2612 Aldine <br />Mr. Sands opined the need for more public discussion by <br />the City Council on the Budget prior to final adoption. <br />Mr. Sands had several personal documents he referenced <br />(no copies provided) and encouraged the City Council to <br />spend more time refining the budget, preferably a <br />substantial block of time. <br /> <br />Mayor Klausing noted that discussions had been ongoing <br />since July, and the public had many opportunities to make <br />their comments known to staff and/or the City Council. <br /> <br />John Kysyiyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided general comparisons to the <br />budget process during his tenure as mayor, and reiterated <br />his personal suggestions voiced at previous meetings for <br />reducing expenses (i.e., Rotary Club dues and free <br />lunches; car allowances for staff; and eliminating <br />subsidies to the operation of the OVAL). <br /> <br />Additional Council discussion ensued regarding use of <br />reserve funds; interest earnings utilized in each annual <br />budget; asset replacement funding; phasing of and <br />cumulative affects related to asset replacement and reserve <br />fund usage. <br /> <br />Councilmember Ihlan opined her preference for a 4.5% <br />budget and levy increase. <br /> <br />16.
