<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1342 <br /> <br />AN ORDINANCE AMENDING TITLE 10, OF THE CITY CODE, MOVING CHAPTER <br />1017: SEXUALLY ORIENTED USES TO CHAPTER 1019, ADDING CHAPTER 1017: <br />EROSION AND SEDIMENTATION CONTROL ORDINANCE, AND AMENDING <br />SECTIONS 1008.10D2d10, 1010.15A, 1012.06E, 1016.17F, 1016.17H, 1016.24G4a, <br />1016.25B, 1016.25C1, 1016.25C2, 1016.25D, AND 1016.25E2a. <br /> <br />The City Council of the City of Roseville does ordain: <br /> <br />Section 1. Move Chapter 1017 Sexually Oriented Uses to Chapter 1019 <br /> <br />Section 2. Chapter 1017 is hereby created as follows: <br /> <br />1017.01: PURPOSE: <br /> <br />The purpose of this article is to control or eliminate soil erosion and sedimentation resulting from construction <br />activity within the City. This article establishes standards and specifications for conservation practices and planning <br />activities that minimize soil erosion and sedimentation. <br /> <br />1017.02: SCOPE: <br /> <br />Except as exempted by the definition of the term "land disturbance activity" in Section 1017.03, any person, state <br />agency, or political subdivision thereof proposing land disturbance activity within the City shall apply to the City for <br />the approval of the erosion and sediment control plan. No land shall be disturbed until the plan is approved by the <br />City and confonns to the standards set forth in this article. <br /> <br />1017.03: DEFINITIONS: <br /> <br />The following words, tenns and phrases, when used in this article, shall have the meanings ascribed to them in this <br />section, except where the context clearly indicates a different meaning: <br /> <br />Certificate afCamp!etian means final inspection of the site has been completed, temporary erosion control has been <br />removed and the site has been fully restored. <br /> <br />City of Roseville Erosion Control Specifications mean practices described in, but not limited to, the following <br />manuals: <br />. Minnesota Stormwater Manual <br />. Minnesota Pollution Contra! Agency's "Protecting Water Quality in Urban Areas" handbook <br />. Ramsey County Erosion and Sediment Control Handbook <br /> <br />Erosion means any process that wears away the surface of the land by the action of water, wind, ice, or gravity. <br />Erosion can be accelerated by the activities of man and nature. <br /> <br />Erosion and sediment control plan means a document containing the requirements of Section 1017.04 that, when <br />implemented, will prevent or minimize soil erosion on a parcel of land and off-site sediment damages. <br />
