1998 Ciry ofRoseville Residential Stt�dv <br />Decision Resources, Ltc� <br />.Iuly, 1998 <br />Conclusions: <br />Roseville residents awarded their quality of life thc highest ratings af an survcycd <br />community in the Metropolitan Arca. In fact, `'excellent" ratings — the top category <br />had improved by cleven percent since the 1990 study. <br />2. High value aspects of the community included the parks and recreation system, city <br />services, and the educational system. <br />Probtems facing the community- tend�d to revolve around development and re- <br />development — the rate of development and traffic congestion. Crime, particularly <br />juvenile delinquency, drugs, and burglary, constituted a second leveI of concerns. <br />4. City services w�re exceptionally well-regarded. And, tied to a somewhat benign tax <br />climate, residents strongly preferred to pay somewhat more in order to maintain and <br />judiciously expand or improve city services. But, there was also support for a greater use <br />of user fees in certain azeas, such as recreational programs and faciiities. Widespread <br />support was also noted for taicing aetion to restore and/or maintain the c{uality of <br />neighborhood housing. <br />5. Both the Mayar ar.d �it5• Coancil and the Cis�� Staff were given sali� positive ratings. <br />Residents agreed with the direction of the community and contacts with the City clearly <br />generated a reserv�ir of goodwill. <br />G. Support for a Community Ccnter was moderately positive and in many ways unchanged <br />from the results of the 1990 study. However, the acceptable levsl of taxation may not <br />equate with the full-service facility which many residents envisioned. <br />7. Communications by the City with its citizenry was excellent. The reach and respect of <br />both the city newsletter and the local newspaper were solid. Cable television provided a <br />good augmentation to the print media, while computer processes may be a furthcr iixtuire <br />enhancemen# to be considered. <br />The City of Roseville is clearly one the most successful communities in the Metropolitan Area. <br />Admittedly, there are still many issues facing it, particularly with respect Eo "graceful <br />development." But, at a time when evaluations of marry institutions are tending to become more <br />and more negative, Roseville is exceptionally wzll-regarded by virt-�ally all of its residents. <br />Page 13 <br />
