PREAMBLE <br />In order for Rosevil�e, as an older first ring s�zburb, to pravide <br />the quality opportunities that its citizens deserve, and to <br />ensure the long term health and vitality of the City, it is <br />absolutely critica3 that Roseville operate a very �ctive, <br />aq_cxressiv�, innovative and com ehens ve conamic d v ment <br />pragram. Economic development is the engine that, in effect, <br />"pays the biZls" and creates opportunity for other City <br />aGtivities. This premise is based on the following observations: <br />1. As a�irst ring suburb, Roseville is at an extreme <br />competitive disadvantaczg with new suburbs when competing for <br />desirable developments. Redevelopment is much more <br />difficult and expensive compared to the vacant land <br />development in newer suburban areas. <br />2. Rosevi3.le, based on its strategic locatian, will experience <br />some type of change but not necessarily that desired by the <br />City and its residents. It is abso].utely im�e�at� that <br />the City Qro-active� pursue the type of high quality <br />growth that is in the City's best interest. This is opposed <br />to letting lower quality, less desirable development occur <br />in a laissez-faire fashion. <br />3. Roseville must be willing to assume some risks. This will <br />insura that development is not only shaped in terms of <br />quality, but is also funneled into priority Qeoctraphic areas <br />within the City, and that this development meets the City's <br />high develapment standards. <br />4. As a first ring suburb, Rosevi�3e could certainly experience <br />chancze that could be guite negative for the community. <br />Roseville must operate a� an exemplarv, cuttinq edge <br />community with respect to economic development. Roseville <br />must be a creative leader while ensuring the most effective <br />and efficient use of its development nds. <br />
