PREAMBLE <br />In order for Roseville, as an older first ring suburb, to provide <br />the quality opportunities that its citizens deserve, and to <br />ensure the long term health and vitality of the City, it is <br />absolutely critical that Roseville operate a very active, <br />aQqressi�e, innovative and camorehensive _economic_ development <br />program. Economic development is the engine that, in effect, <br />"pays the bi13s" and creates opportunity for other City <br />activities. This premise is based on the following observations: <br />1. As a first ring suburb, Roseville is at an extreme <br />competitive disadvantacre with new suburbs when competing for <br />desirable developments. Redevelopment is much more <br />diff icult and expensive compared to the vacant land <br />development in newer suburban areas. � <br />2. Roseville, based on its strategic location, will experience <br />some type �f change but not necessariZy that desired by the <br />City and its residents. It is absolutely imperative that <br />the City pro-activelv pursue the type of high quality <br />growth that is in the City's best interest. This is opposed <br />to letting lower quality, less desirabie development occur <br />in a laissez-faire fashion. <br />3. Roseville must be willing to assume some risks. This will <br />insure that development is not only shaped in terms of <br />quality, but is also funneled into priority geographic areas <br />within the City, and that this dev�lopment meets the City's <br />high development standards. <br />4. As a first ring suburb, Roseville could certainly experience <br />chanqe that could be ite ne ative for the cammunitv. <br />Roseville must operate as an exemplarv, cuttinct edae <br />community with respect to ecanomic development. Roseville <br />must be a creative leader while ensuring the most effective <br />and efficient use of its development funds. <br />
