feet. In addition, in order to be classified as a ground sign, the sign would
need to be mounted on the ground attached to footings or a base with no
open space between the ground and the sign face.

4. There is no hardship or practical difficulty that would justify granting the
variance. The names of tenants could be incorporated into the existing
ground sign which is used for building identification or additional signage
could be placed on the building as a wall sign.

5. The proposed variance is not in harmony with the general purpose and intent
of the City's Comprehensive Plan and Title 10 of the City Code (Zoning).

6. The proposed variance, if granted, will adversely affect the public health,
safety, and general welfare.

7. The City has recently approved a planned unit development for an adjoining
site wherein two building identification pylon/ground signs are the maximum
allowed for the entire development, which includes up to five buildings.
Approval of this variance for a second pylon/ground sign for one building will
set a precedence and may encourage other developments within the
community to apply for a similar variance.

NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City
of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a variance to allow
the placment of a second ground sign on a corner lot at 2277 Highway 36 West be denied.

The motion for the adoption of the foregoing resolution was duly seconded by
Council Member Goedeke and upon vote being taken thereon, the following voted in favor:
Wiski, Mastel, Goedeke, Maschka, Wall
and the following voted against the same: None

WHEREUPON said resolution was declared duly passed and adopted.

STATE OF MINNESOTA)

) SS

COUNTY OF RAMSEY )

I, the undersigned, being the duly qualified City Manager of the City of Roseville, County
of Ramsey, State of Minnesota, do hereby certify that I have carefully compared the
attached and foregoing extract of minutes of a regular meeting of said City Council held
on the 25th day of August, 1997, with the original thereof on file in my office.

WITNESS MY HAND officially as such Manager this 25th day of August, 1997.

SEAL

s~

Resolution _ - Page 2 of 2
