<br />City Council Study Session - 11/20/06 <br />Minutes - Page 12 <br /> <br />Mr. Stark also introduced Ciara Schlichting, Senior Planner with <br />DSU/Bonestroo, who prepared the Twin Lakes Business Park <br />Final AUAR Update. <br /> <br />Ms. Schlichting provided a detailed Power Point presentation on <br />the DRAFT AUAR providing content and findings of staff and <br />the consultant for a preliminary discussion by Councilmembers. <br /> <br />City Attorney Anderson provided a Bench Handout outlining the <br />AUAR process for review and adoption. <br /> <br />Ms. Schlichting reviewed the AUAR document, explaining that <br />Environmental Assessment Worksheet (EA W) standard <br />questions were in bold print with Environmental Quality Board <br />(EQB) Guidance; AUAR Guidelines were in italics; along with <br />responses to each AUAR item; a summary of issues (AUAR <br />Item 31, page 73); Mitigation Plan (page 79) and summarizing <br />various appendices. <br /> <br />Ms. Schlichting summarized the purpose of the AUAR to review <br />cumulative impacts of multiple projects in a given area; results in <br />a mitigation plan for how significant environmental impacts will <br />be avoided or minimized; the process itself; update scope <br />(technical foundation; land cover/wildlife habitat; stormwater <br />management; traffic, air & noise); document structure; impacts <br />and mitigation strategies; and update scenarios to reflect <br />approved development and to incorporate adopted plans since <br />2001 (Le., NRMP for Langton Lake Park); and incorporation of <br />infrastructure improvements since 2001 (i.e., County Road C); as <br />well as updating analyses to address new regulations. <br /> <br />Some discussion involved the known plans of property owners, <br />with the October 2006 submission of Roseville Twin Lakes, LLC <br />for redevelopment proposed for the Twin Lakes area; and <br />definitions from the Comprehensive Plan and "worst case <br />scenarios" for impervious cover and surface water management <br />plans for the area; along with updating traffic analyses post 2001 <br />transportation improvements, studies and adjacent developments. <br /> <br />Overall Impacts were discussed and identified as Scenario 1A <br />(Comprehensive Plan); Scenario 1B (Comprehensive <br />
