� <br />� <br />� <br />� <br />� <br />ROSEVILLE'S CURRENT PRACTICES <br />Solid Waste Collection <br />Roseville currently has an open system of refuse collection, <br />wherein the individual resi.dent contracts directly with a r�fuse <br />hauler for weekly refuse collection service. <br />Of the present seventeen haulers who are licensed to collect <br />refuse in the City of Roseville, approximatel.y twelve actively <br />serve residential customers. In order to receive a].icense to <br />operate in Rasevil-le, a refuse collector must have a truck, pay a <br />license fee, and provide insurance information to the City. The <br />only requirements imposed by the City are that they must collect <br />residential refuse at leas� once a week and the hours of collec- <br />tion are restricted. <br />� Each refuse hauler establishes the rates charged to residential <br />customers. Rates vary between $8.00 and $9.00 per month, wi�h <br />some offerinq reduced ratES to seniors. One company charges <br />� $55.00 for fifty-two bags and another provides a ninety gal�.on <br />container with extra charges if the customer needs more than one <br />container per week. Most haulers wi�l ca3.lect any number af bags <br />� each week, az�d all charge extra for handling large items such as <br />mattresses, appli,ances, and furniture. <br />� <br />Each refuse hauler also determines which day of the week to <br />collect refuse'in a given area. This can result in up to five <br />different garbage trucks on any street in a, week. The City <br />Public Works Directoz states that the effect of one garbage truck <br />on City streets is equivalent to 3,000 to 6,000 passenger cars. <br />This resu�ts in five to six years reduced life for City streets, <br />and is a significant impact to the r4adway system, and a very <br />largE cost to the community. <br />Landfills <br />� All of the refuse haulers who collect waste in Roseville dispose <br />of the matezials in area landfills, with most mater�al go.ing to <br />the Anoka County Landfill. There are currently no sani�tary <br />� landtills within Ramsey County, and very little possibility of <br />siting one. <br />The costs of develop�tent of new landfi�ls is prohibitive. <br />� Average cost per landfill would be $20 to $30 million, with some <br />facilities costing as much as $50 millian. Lass af tax base is <br />another potential cost o� siting a landfill in Ramsey County. <br />� <br />� <br />� <br />Landfills have been widely used because they appear to be an <br />inexpensive way to dispose ot our garbage�, about $15.OQ per ton. <br />However, this cost only includes the tipping fee charged to <br />hau�ers. The cost rises to $75.00 a ton when collectir�g, <br />hauling, and burying the trash properly are addEd in. I� <br />increases to more than $90.Op a ton when the costs of long-term <br />monitoring and cleanup of groundwater are included. <br />5 <br />
