BACKGROUND <br />Aware af the impending changes for disposing of zesidential <br />��fuSE in the Metropolitan Area, including Roseville, on December <br />16, I985 the Roseville City Council appointed a Citizen's <br />Committee to review the aspects of neaz future zesidential solid <br />waste management plans and policies created by the Waste Manage- <br />ment Act, the Metropolitan Council, and Ramsey County. <br />Members of the Citizen's Committee included the following <br />individuals: <br />Thor G. Bank, Chairman <br />Michael Faschingbauer <br />Gayle Hann <br />George Harrison <br />Ronald Pfeifer <br />Leola Rempel <br />Jan P. Vanderwa�.l <br />Merrie Zakaras <br />Jerome Zarembinski <br />Steve Zeece <br />The Citizen's Conunit�.ee me�, on average, twice a month from <br />Januazy to September, 1986_ The Committee perceived its objec- <br />tive as advising the City Council, in the form of a report with <br />recommendations, concerning residential solid waste abatement as <br />a community effort. <br />Meetings o� the Citizen's Committee included input fram represen- <br />tatives of other communities practicing recycling, etc., waste <br />haulers, the Metropolitan Council, Ramsey Caunty (Environmental <br />Health Divi.sion), and residents of Rosevil.ie. <br />The Citizen's Committee wishes to express its appreciation to all <br />of those who partic.ipated in rnaking this report possibl.e and <br />especially to ihose on the Roseville Administrative staff, in <br />particular Mardy Olesen, Cax'oIe Haugen, and Steve North, for <br />their extra effozts producing this repor�. <br />
