a�. <br />-I In an effort to overcome poor market conditions, the Metropolitan <br />Council is actively studying the problem and publishing pertinent <br />°� reports and other he�pful information on the subject of <br />residential rECycling programs. The Ramsey County Board of Cam- <br />� missioners recen�ly declared �hat it wili no longer view <br />�� recycling as a self�sustaining business. Because recycling is <br />now viewed as a service to the community, Ramsey County has <br />agzeed to provide the necessary financing to support the basic <br />recycling program. The consensus is that recycling will not pay <br />�� its way, and the main reason for collecting recyclables is to <br />keep them out of the waste stream to the Ramsey/Washington County <br />RDF plant. <br />�� Compasting an a�residential basis does not interact with any <br />mark�t activity for compost.
