Minimize the amount af wastes deposited at the landfiil.
2. The Ramsey/Washin.gton County Wase-to-Energy Facility will
not have the capability of removing such residential wastes
on a large scale basis.
It zs with this second position that our Committee needs some
enlightenFnent, especially because current and foreseeable market
conditions for recyclables are visibly unstable and, cansequently,
source separated recyclables may be destined or the landfill as
"processed" waste.
As more and more communities turn to waste abatement, locai
recycling facilities may very well become inundated with
recyclabe newspapers, bottles and cans, and have nowhere to turn
to because the market is nonexistnt_
Our Committee has "heard" tha the Ramsey/Washington Couty
Waste-to-Energy Praj.ect has the potential for the specific purpose
of handing/removing all af Ramsey and Wahington Counties' wastes
that are currently being viewed as recyclable. However, such
facilities have not been included in the current construction
plans. We wi21 appreciate yaur earliest possible reply regarding
this potential facility_ Of particuiar intrest are: Does such
a potential exist? Was it ever proposed/considered? If so, what
were the estimated capital, operating and maintenance costs, and
what did hese estimated costs amount ta on a per household basis?
