Pau:, r'.1innr.sota 55102 <br />�tz 29a��a5 <br />The Ramsey/Washington County Waste to Energy Project Board has <br />directed me to respond ta yaur letter of May 21, 1986 inquiring about <br />the recyc�ing capabilities of t1�e Ramsey/Washington County Resource <br />Recovery Facili�y. <br />In the original r�ontracts executed in D�cember, 1984, Northern 5tates <br />Power Campany agreed ta remove ferrous metals for recycling. �fSP has <br />also proposed to hand pick al�minum cans for r�cycl�ing. The Counties <br />did not intend, however, that the Facility wou7d handie ai] of the <br />Counties' recyclable materials. I�ever�heless, the Board �s aware af <br />the i ssues and the cancerns about recycl i ng that you rai se. At i ts <br />meeting yesterday, the Project Board approved a staff recommendation <br />that the Counties apply to the Metropolitan Council for a <br />Demonstration Grant. If approved by the two County Boards and the <br />Metropolitan Council, the grant wi�7 be used to study the issue of <br />obtai��ng the opt�mum baTance between source separat�on and m�chanical <br />separation at the Facility. It w711 examine the capital, operating <br />and ►�aintena.ncp C05t5 of both techniques, as weli as the e�onomics of <br />co-market�ng, cailection, transportaiion and other Zssues. <br />I am enclosing a copy of the introduction and executive summary of the <br />grant �roposal ior your �nformation.
