Before engaging in any further source separation programs or <br />. facilities, Roseville should: <br />, <br />�. <br />�g! <br />o Verify the expected life of the annual funds c�rrently <br />made available to cities far source separation programs. <br />o Compare costs and benetits for any cantemplated city- <br />wide waste abatement programs. <br />7b. Roseville should lobby the Metropolitan Council tor a <br />funding program for cash payments made directly to residen�s <br />for delivering recyclables to the market, and grass clip- <br />pings to a Ramsey County compost site. <br />7c. <br />� 7d. <br />�� <br />� <br />� <br />� <br />� <br />� <br />Roseville should facilitate the placement of cash for cans <br />machines within the Ciiy of Roseville. <br />Roseville should apply foz grant monies to start recycling <br />and composting projects. <br />CONCLUSIONS: PARTICIPATION AND EDUCATION <br />8. The achievement of waste abatement goals are dependent upon <br />participation by the waste generator. Public awareness and <br />educationa� programs are necessary for successful participa- <br />tion in any�city-wide resa.dentia]. waste abatement effort. <br />RECaMMENDATIONS <br />8a. Rosev�lle should set the example for waste reduction and <br />source separation at its C�ty offices and parks. Efforts <br />should include: <br />o recycling its waste paper <br />o recycling ats beverage cans and glass containers <br />8b. Rosevill� should explore the feasi.bility of a short, tuition <br />� free backyard composting and recycling instructional class <br />by area schoal districts or Ramsey County Agriculture <br />Extension Service. <br />8c. Rosev�.�.le should develop and distribute a"What Do I Do <br />Wi.th" list of all of the wastes commanly generated by house- <br />ho].ds. Particular attentian needs to be paid to househoZd <br />special wastes and household hazardous wastes. <br />Sd. The City o� Roseville should undertake an extensive educa- <br />tion and publicity effort to acquaant its residents with the <br />need for waste abatement through waste zeduction, compost.ing <br />and source separation.
