The Metropplitan Council and Ramsey County recognize that for a <br />residential waste manage�nent program to be successful, residen-- <br />tial participatian must be significant. To obtain significant <br />participation and achieve the goals of waste abatement public <br />awareness and educational programs, and information provided by <br />governmental units, waste haulers, schools, environmental and <br />ci�izen groups is consi.dered to be essential. The Metropol�tan <br />Council, Ramsey County, and the Minnesota Pollution Control <br />Agency currently offer he].pful informatian to residents on the <br />va�ious aspects of waste abatement. <br />The third and most signiticant change in an overall waste <br />managetnent program is resaurce recov�ry. Zn December of 19$4, <br />Ramsey and Washi�ngton Counties entered into an agreement wi.th <br />Northern States Power Company for the design, constructian, <br />ownership, and operation of a$.21 million refuse derived fuel <br />(RDF) facil.ity to be located in Newport and in operation by mid <br />1987. The facility will process about 1,000 tons/day of refuse <br />derived fuel. The fuel will be transported to Red Wing, where it <br />will be burned in NSP's boilers for the production of <br />el.ectrici�y. Through designa�.�on ordinances, the RDF facility <br />wil.l be guaranteed wastes from Ramsey and Washington Counties. <br />Special construction at the facil.ity will protect against fire <br />and explosions, and special processes wa.11 be in place ta control <br />rddents, erran� yard wastes, odors, and noise. <br />Incoming ta�astes W�ii be inspected, and unacceptable items will be <br />removed. Glass which is injuriaus to NSP boilers will be removed <br />and, most likely, landfilled along wi�h magnetically removed <br />s�eel food and beverage cans. Mixed glass a�d steel cans have <br />minimal recycling value. <br />Consideration is being given by the Metropolitan Council �o fund <br />a demonstration g�ant to study and test mass remova� of <br />recyclables at the RDF facility as an econ�mic alternative to <br />residential source separation, <br />Although the Metropolitan Area is committed to landfilling mass <br />burn and RDF ash, alternatives to this procedure are being <br />considered in other parts of the country. <br />Conclusions and Recommendations breathe life into the repo�t. <br />The number of conclusions and recommendations appear to be large <br />and overlapping because of the number of aspects involved. The <br />subject of waste management at this time is a dynamic one with <br />cost consequences.
