City of Roseville <br />As described previously, the Residential Waste Management Com- <br />mittee has prepared educatianal information for residents and the <br />City has assigned a student intern to answer citizens questions <br />regarding all aspects of waste including recycling and yard waste <br />10. ORQANIZED COLLECTION OF YARD WAST$ <br />Organized callection of residential waste was the subject of a <br />May, 1988 report entitled "Residential Organized Waste Collection <br />for Roseville," which was prepared by the Roseville Citizens' <br />Advisory Committee for Residential Solid Waste Management. That <br />report concluded that organized collection of wastes, including <br />yard waste, should be adopted and imple�ented by the City of <br />Roseville. Since campletion of that report, the City has not `� <br />implemented an organized waste collection system. � <br />Organized collection of yard waste (as part of a system for <br />co�lection of residential waste) may be a viable solution fox <br />Roseville. ,An arganized collection system has the following <br />advantages: <br />reduces the number of trucks on City streets every week <br />reduces wear and tear on City streets, <br />reduces noise, visual and vehicle pollution, and <br />provides uniform, Citywide volume based rates. <br />Organized collection has the following disadvantages: <br />customers cannot choose haulers, switch to haulexs offering <br />lower rates or different services, <br />limits competition as incentive to provide goQd service and <br />innovation, <br />customer loses choice of collection day, and <br />active supervision requirements incxease City's <br />administrative costs and liability. <br />Lake Sanitation, which collects waste for White Bear Township, <br />Minnesota is the sole hauler far the community. This integrated <br />callection service handies all the Township's residentiai waste <br />hauling needs. It provides a weekly yard waste collection <br />system. The yard waste is composted by Lake Sanitation and used <br />int�rnally by the campany. Over 800 tons is call�cted annually. <br />Additionaily, a group of eight farmers has indicated an interest <br />in receiving the unpracessed leaves and grass. According to a e <br />pending proposal, Lake Sanitation would pay the farmers only ,� <br />$9.00 to $I2.00 per ton to drop off the debagged waste, a <br />significant savings ovex local disposal fees of over $50.00 a � <br />'ton. � <br />� <br />15 <br />
