DEFINITIONB <br />(As Developed by the Metropolitan Councii) <br />Collection <br />When referring to solid and hazardous waste, means the aggregation <br />of solid or hazardous waste from the place where it is generated, <br />and includes all activities up to the time the waste is delivered <br />to a waste facility. (Minn. Stat., sec. 473.121.) <br />Compostinq <br />The controlled bio3ogical decompasitian of selected solid waste <br />in a manner resulting in a humus-like final produc� that can be <br />used as a spil amendment. <br />Backyard_Compostina <br />Small scale composting of yard and garden wastes by individual <br />homeowners on their own property. <br />Centralized Compostinq <br />Composting af wastes on a larger scale, such as at neighborhood <br />or city-wide composting sites. <br />Curbside Collection <br />Collection, at the point of generation, of recyclables or com- <br />postable materials. <br />Land Disposal <br />Depositing of waste materials in a sanitary landfiil. <br />Land Disp�sal Facility <br />A waste faciiity permitted by MPCA that is designed or operated <br />for the purpose of disposing of waste on or in the land. <br />Land Disposal_Site Capacity <br />The volume of space that is permitted to be f�lled at a land <br />disposal site. <br />Mixed Munici�al 5olid Waste <br />Garbage, refuse, and other salid waste from residential, commer- <br />cial, industrial and community activities that is generated and <br />colZected in aggregate, but does not include auto hulks, street <br />sweepings, ash, construction debris, mining waste, sludges, tree <br />and agricuitural wastes, tires, and other materiais collected, <br />processed and disposed of as separate waste streams. (Minn. <br />Stat., sec. 115A.03, subd.21.) <br />Oxqanized Collection <br />A solzd waste coll�ction system wherein overlap ot a) collection <br />service areas and b) types of colZection services is prevented <br />or cantrolled. The organizing body may b� public or private, <br />and may exert its control by directly providing the co�Iection <br />service or by contracting for collection services. <br />Participation Rate <br />The percent of eligible waste generators who participate in a <br />�given abatement program within a specified time frame and within <br />a specific geographic area. <br />
