10 <br />Reaom:aendatian 5: Appropriate, unobtrusive signs shouid be <br />p�aced in key locations on publio property, warning that illegal <br />dumpinq is prohibited by City Ordinance. <br />Response: [implement] It is recommended that this recommenda- <br />tion be impl�mented in order to act as a deterrent to those <br />considering dumping. <br />ORGANIZED COLLECTION: <br />The Waste Management Committee is currently analyzing the merits <br />of an organized waste coilection system, and will present their <br />findings to the Council and staff at a later date. <br />Recomn�endation 1: Accelerate plans to implement arganized waste <br />collection, includinq yard waste. <br />Response: [requires further study] It is recommended that staff <br />delay reacting to this particular recommendation until the Com- <br />mittee submits its findings on this matter. <br />Recommendation 2: Rates for collectinq y�rd waste should be <br />structured to include an incebtive to reduce the amount of waste <br />qenerated. Volume based rates are an effective means of <br />encouraqing yard waste reductxon. <br />Response: [implement] It has been recommended that we revise <br />Roseville's ordinance for licensing haulers to include volume <br />based rates. <br />CITY PROGRAMS: <br />Recammendation 1: Roseville should have sprinq and fa�l Clean <br />Sweep Days. <br />Response: [not recommended] Since private haulers currently <br />provide this service for a fee, a ance a year Clean Sweep Day <br />should be adequate. This is consistent with the notion that the <br />waste generator be responsible for his/her generated waste. <br />0 1989 Revenue - $3,393 Cost - $�4,749 <br />0 1990 Revenue - $5,000 Cost - $23,679 <br />The above figures indicate that this program is increasing drama- <br />tically in costs. Staff would like to make improvements to the <br />current program in order to reduce long lines before providing an <br />additional Clean Sweep Day. <br />Recommendation 2: Roseville should expiare the feasibility of: <br />A. a program for special needs residents �o transport yard <br />wastes to approved disposa2 sites, <br />H. <br />C. <br />a program for chipping tree braaches from residential <br />property and usinq/seZZing the wood chips, and <br />a program for making storm damaged tree trunks and large <br />branches avaiiable to residents desiring fireplace wood. <br />
