\....<"'

WE HAD A DREAM
November 27, 2007

Back in 2001, we in Roseville had a dream. It was a dream to redevelop
170 acres of trucking and industrial property with desirable access to the Twin
Cities into a business park. This business park was going to have grand 4-5
story office buildings, a 300 bed hospital, medical offices, condos and
townhouses around Langton Lake, and a mix of business services on the corner
of C and Cleveland, a nice hotel, a great fitness center, perhaps a day care center,
and so on. Then on the eastside of Fairview we were going to have hi- tech
facilities with good paying jobs, more housing, and so forth. A Master Plan was
created to give developers a plan to follow and to make the dream come true.
Well, here it is, five years later and guess what? Nothing has happened! Our
dream didn't materialize. We had one possible development, but it didn't follow
the 2001 Master Plan. Neighbors opposed it. So it didn't fly.

Now we have another proposal, put forth by Rottlund. It only develops
around 50 acres, but it would be a good start. The master plan calls for an office
business park, and the Rottlund proposal is basically a housing project. So, in my
opinion, it's not going to fly either --- Unless we adjust our Master Plan to fit the
Rottlund proposal. That will require amending the master plan, and that will
require four votes. I believe the developer and land owners need and deserve a
new master plan that will give them certainty they can safely proceed.

It's time to create a new master plan that will take in what may be do-able,
and yet keep the neighbors happy. I think a housing project would keep most of
the neighbors happy. It would certainly cut way down on traffic.
