The basic structure of tY�e Committee is outlined <br />befow. <br />• Phase � : "PRIORITY SETTlNG": <br />q. Cat�ories: Facility improvements, land acquisition, parK impravements, PlP, <br />pathways, forestry and natUra! resources, culturaf, and aesthetic. <br />B. Values: Benefits to all ages, aestt�etics, general cammunit}r support, <br />enhances life safety, meets urgency/emergency requirement (timing, <br />urgency, and fost opporiunities), co�sis�ent with ti��e Comprehensive Plan, <br />affordable, handicapped accessibifity, assures preservation of nat�ral <br />resources, benchmarks, other. <br />C. Outcomes: The above evaluation of community values and specific <br />recreationai nzeds wiI! result in a p�iority iisting cf infrastructure improvement <br />�rojects {without identifying cast implications or consideration of leve�age/ <br />par�ne�ship possibilities}. <br />. Phase 2: "FiNANCIAL CAPACfTY" <br />A. Evaluation of Community Financiai Ca�aci#y for Each FotentEal Pro�ect <br />1. Evafuation of Fi�ancial Griteria: ta�al cost per participant, affordability <br />. (to build and for participants}, etc. <br />2. Levera� public/private pa�tnerships, City nonprofit linkag�s (incl�ding <br />State, Metropolitan Council, Ramsey County, churches, etc.), City <br />neighbarhood par�nershi�s, oth�r. <br />3. L.ife Cycle Costs and Recog.nition of Fui�re Maintenance Obliga±:dns. <br />B. Qutcomes:.
