RECaMMENDATI4N: The City should execute the exisiing purchase agreement <br />to acquire the Zuettel property completing Eand acquisiiion for the neighborhood <br />park sysiem. The cost of acquisition is $425,000; funds should come �rom the <br />TlF bond pool. <br />Future Neighborhood Parks <br />RECOMMENDATIDNS: No more land should be acquired for new neighborhaod <br />parks unless changing circumstances dictate such a need in Planning �istricts <br />'!0 ar 11. <br />Current neighbofiood parks should be completed by the acquisition, as <br />available, of the previously identified pri�ate�y owned parcels of land within the <br />planrbed p��c boundaries per the 1996 Parks and Recreati�on Systerra Plan. <br />B� URBAN PARKS AND OPEN SPACE <br />BACKGRDUND: Urban parks are those which serve the City and the surrounding <br />communities. Community parks serve the whole City, or at least an area larger than a <br />neighbort�ood. <br />Water Works Property <br />BACKGR4UND: The availabiiity of the Water Wor#cs Property represents a unique <br />appo�tunity to preserve a large traci (70 acres) of undeveloped land �or future <br />ge,nerations of Ros�ville rssident5. This site contains a r�umb�r of diff��ent biolo�ica! <br />communities including approximatefy 30 acres of red and whiie pines, and will provide <br />opportunities for incx�eas�d environmental awaret�ess. and educafional programs. It <br />includes the highes# point in R�seville with incredible vistas, and wouid be ideally <br />suited for passive recreation svch as hiking and cross-country s�ciing as well as for <br />nature study and interpretive a�-eas. The location is ideal for a iinlc between Rosevi�le <br />pathways and the Gateway Traif. Because of its size, location and unique features, #he <br />Water Works Park would become a resource for neighboring communities and thus <br />would be defined as an urban pa�fc. <br />A�quisition of the Water Works property is consistent with the Vista 2000 <br />recommendation for increased Rark land and preservation of open spacefnatural areas <br />and writh the recommenda#ions of the Pathway Cornmittee for links to the regiona! trai! <br />system. This acquisition is included in the 1996 Parks and Recreation 5ystems Plan <br />and the City Comprehensive Plan. Further, the possibility of purchasin� the property <br />from the St. Paul Water Utility with proceeds from a co�munication tower constructed <br />on the land is a unique oppartunity.
