<br />City Council Regular Meeting - 12/04/06 <br />Minutes - Page I3 <br /> <br />Interim City Manager and Finance Director Chris Miller reviewed Discuss 2007 Fee <br />the existing 2006 Fee Schedule setting forth fees and charges for Schedule <br />regulatory service functions; adopted by resolution annually. Mr. <br />Miller detailed several proposed fee adjustments, following staff's <br />review of direct and indirect costs for regulatory and <br />administrative functions: <br /> <br /> <br />Park Dedication - residential <br />Building & Development fees <br /> <br />2006 Current Fee <br />$0.10/ a e <br />As referenced in <br />Staff Re ort <br />$1,000.00/unit <br />As referenced in <br />Staff Re ort <br /> <br />2007 Proposed Fee <br />$0.25/ a e <br />As referenced in Staff <br />Re ort <br />$2.000.00/unit <br />As referenced in Staff <br />Re ort <br /> <br />Further recommendations of staff were detailed in the staff report <br />dated December 4, 2006; with staff available to respond to <br />Council questions specific to their departments. <br /> <br />Mayor Klausing expressed concern about the proposed doubling <br />of Park Dedication fees for residential units; as well as concerns <br />about how those fees were calculated. Mayor Klausing noted <br />previous discussions regarding the transparency of taxes versus <br />fees. <br /> <br />Parks and Recreation Director Lonnie Brokke advised <br />Councilmembers that the Parks and Recreation Commission had <br />held substantial discussion; noted that the original fee of $500 had <br />been enacted in 1989, and the current fee of $1,000, following <br />comparison with area cities, had been increased in 2003. Mr. <br />Brakke further advised that since that time, additional research on <br />similar-sized communities had been done, and the recommended <br />$2,000 fee reflected that research. <br /> <br />Discussion included those area cIties used for comparisons <br />purposes; 2005 survey comparisons; and whether commercial <br />park dedication fees should be increased in addition to residential <br />fees. <br /> <br />Councilmember Ihlan noted that this was the first time the City <br />Council had been made aware of the proposed park dedication <br />fee, and opined her preference for additional information to ensure <br />the City was raising the fee to the right amount.
