<br />City Council Regular Meeting - 12/04/06 <br />Minutes - Page 22 <br /> <br />staff to move forward with Requests for Proposals (RFP's) in <br />2007 to make the 2008 completion deadline of the Metropolitan <br />Council. <br /> <br />Mayor Klausing addressed apparent inconsistencies in Council <br />interpretation and original discussions regarding additional <br />environmental review in the Twin Lakes area; validity and <br />reliance on the AUAR; subsequent findings of the Court of <br />Appeals; and rationale for decision-making and clarification of <br />issues. Mayor Klausing opined his concurrence with staffs <br />recommendation for an area-wide environmental review and <br />benefits to the City for having the AUAR Update in place to <br />encourage future development of this environmentally <br />contaminated area. <br /> <br />Klausing moved, Maschka seconded, directing staff to complete <br />the Twin Lakes Business Park AUAR Update as outlined in <br />Section 4.1 of the staff report dated December 4, 2006; and <br />authoring staff to prepare a third alternative, as outlined in Section <br />4.2 of the staff report dated December 4, 2006; with the third <br />alternative, at an estimated cost of $23 - $28,000, to be developed <br />and integrated into the existing draft Final AUAR Update. <br /> <br />Councilmember Ihlan requested additional public input, noting <br />several audience members interested in speaking. <br /> <br />Mayor Klausing clarified the review period for agencies and <br />public comment once the draft was accepted by the City Council. <br /> <br />After further discussion, Mayor Klausing recognized audience <br />members for public comment. <br /> <br />Public Comment <br />Al Sands, 2612 AIdine <br />Mr. Sands encouraged Councilmembers to table action until after <br />January 1, 2007; opining that there was no need to rush, and <br />seeking additional time for public comment. <br /> <br />Mayor Klausing reiterated the public comment process. <br /> <br />Mr. Sands addressed additional expenses for the Update to-date; <br />
