We have reviewed your November 2nd <br />letter to Douglas L. Christman, Vice President/General Counsel of Rock Bottom Restaurants, <br />Inc. and the attachcd Notice And Order For Hearing, both in response to my Mr. <br />Christman's request for a hearing on a past liquor code violation at the Old Chicago <br />Restaurant. <br /> <br />Before both sides go to the expense of preparing for the December] I'll hearing <br />(which will probably be between $4,000 and $8,000 apiece), my client respectfully makes <br />the following settlement offer for consideration by the Roseville City Council. Currently, the <br />proposed penalty is no sale of liquor at the Old Chicago Restaurant on a weekend day. We <br />propose instead that there be no liquor sales on a Monday. <br /> <br />To understand the practical effect of this offer, you should know that my client <br />will close the entire restaurant on either day because it simply is not practical to serve food <br />and not serve liquor. Closing on a Monday will cause the loss of about $3,000 in liquor <br />revenue. Closing on a Friday or Saturday will cause the loss 01'$9,000 to $12,000 in liquor <br />revenue. I submit that the Monday closing is a significant penalty for the violation. <br /> <br />I offer the following additional facts for consideration by the City Council. <br />Staff at the Old Chicago Restaurant must now attend City-approved liquor service training in <br />addition to the considerable training required by the Wadsworth Old Chicago, Inc.
