<br />City Council Regular Meeting -12/04/06 <br />Minutes - Page 5 <br /> <br />tonight's Agenda. <br /> <br />City Attorney Scott Anderson provided a Bench Handout, <br />representing an email dated November 30, 2006 regarding <br />Settlement Offers on Liquor Violations. Mr. Anderson advised <br />that his office had just received the information after the packets <br />had been distributed; and sought City Council direction at <br />tonight's meeting, given the coming hearings scheduled for the <br />second week of December. <br /> <br />Mayor Klausing added this item as Agenda Item S.b. <br /> <br />Councilmember Ihlan requested removal of Consent Item 3.f <br />entitled, "Approve Renewal of 2007 Janitorial Services Contract <br />for City Facilities," for discussion purposes. <br /> <br />Councilmember Ihlan questioned why the proposed Subdivision <br />Moratorium was not included on tonight's agenda, as directed in <br />the November 20, 2006 City Council Study Session minutes, page <br />10; with City Attorney Anderson directed to provide proposed <br />language for consideration, and potential action at the Council's <br />December IS, 2006 meeting. <br /> <br />Community Development Director John Stark advised that, when <br />staff was preparing the meeting notices, it had been discovered <br />that appropriate published meeting notice deadlines could not be <br />met for tonight's meeting, as due to the Truth in Taxation Hearing <br />requirements, tonight's meeting was being held one week earlier <br />than normal meeting schedules. <br /> <br />Councilmember Ihlan questioned why draft language was not <br />presented tonight for Council review prior to December IS, 2006 <br />possible action. <br /> <br />City Attorney Anderson advised that he would take responsibility <br />for the information not being included in the packet; based on <br />assumptions he'd made after talking to staff regarding the notice <br />timeline, that the information wouldn't be needed until December <br />IS, 2006. Mr. Anderson apologized to Councilmember Ihlan for <br />the delay in preparing the draft language. <br />
