Cily of <br />��1 <br />��' Minnesota, U5A <br />1 Human Rights Commission <br />2 DRAFT -- Meeting Minutes — DRAFT <br />3 June 10, 2008 <br />(tem 1 <br />su�y $, 2aos <br />4 <br />5 Present: Chair Janet Delmore; Commissioners Marie Oftelie; Thelma McKenzie; Bob <br />6 Venters; Tam McGehee; <br />7 <br />S Absent: Philip Crump. <br />9 <br />10 Others Present: City Manager Bill Malinen; Cornmunication Specialist Carolyn Curti; and <br />11 Recording Secretary Sheila Stowell. <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />2Q <br />21 <br />Call to Ordcr: Chair Delmore called the Human Rights Cornmission meeting to order at <br />approximately 7:00 p.m. <br />A brief discussion was held on attendance of Commissioners and any HRC written policy <br />available. <br />Ms. Curti clarified that the City Council appoints metnbers to the comrriissions and only they can <br />remove samcone from a commission. Staff researched attendance policies and none were found. <br />?2 City Manager Malinen reported the City Council declared a vacancy on the HRC with the <br />23 resignation of Commissioner Pam Bosch; Council approval of extension af that term to stagger <br />24 term expirations; applications for the vacancy due to City Hall hy July 9, with City Council <br />25 interviews scheduled for July 21. <br />26 <br />27 Chair Delmore advised that she would not be available for the upcozning RoseFest Parade. <br />2$ <br />29 Approve Minutes of May 13, 2008 <br />30 Commissioner Venters moved and Cominissioner McGehee seconded approval of the May 13, <br />3I 2008 meeting minutes as presented. Motion carried 4/0 /1 (Delmore) <br />32 <br />33 Proposed Housing Ordinance <br />34 City Manager Malinen revicwed an e-mail provided by the City Attorney's office regarding <br />35 further research into housing ordinances and a recent District Court decision and federal <br />36 legislation pre-empting State law relative to immigration, Mr. Malinen briefly reviewed research <br />37 with the League of MN Cities for any model ordinance. <br />38 <br />39 Commissioner Venters updated Commissioners on the status of his research; case law; HUD <br />40 {Section 8) requirements; legislation in other siates and how it related to the proposed housing <br />41 ordinance under consideration; review of a copy of New York City legislation researched by <br />42 Commissioner Qftelie; further people to contac#; and Comtnissioner McKenzie's offer to <br />43 coordinate with Commissioner Venters on possible assistance from the U of MN legal <br />44 department. <br />
