City of j�� J Minnevota, U5A Human Rights Commission DRAFT — Meeting Minutes — DRAFT December 12, 2006 P�'esent: Chair Janet Delmore; Commissioners Bob Venters; Scott Higbee; Pam Bosch; Philip Crump; and Tam McGehee. Absent: Commissioner Ann Keeney. Others Present: Sheila Stowell, Recording Secretary; and Residents Jim and Muoi Duhl, 2415 Lexington Avenue, were present initially, prior to the call to order. Resid�nts Jim and Muoi Duh1, 2415 Lexington Avenue Nfr. and Mrs. Duhl were present regarding their ongoing concerns with neighbors and City personncl. Commissioner Bosch apotogized for not connecting with Jim and Muoi prior to tonight's meeting. Commissioner Bosch rescheduled January 6, 2006, the first Saturday in January, at 1 l;00 a.m. to meef at the Public Library with Mr. and Mrs. Duhl, tQ collate their documentation, determine their actual issues and prepare a timeiinc of cvents. Chair Delmore noted that Mr. Duhl had advised that following a contact to the Minnesota Department of Health, apparently initiated by Roseville City staff, the neighbor's deer antlers had been removed from their yard. Ms. Duhl mentioned a new issue they were having with their comer neighbor, who had "tumed the axea into a cesspool;" with dog feces, which Ms. Duhl had attem�ted to rernove from tlxe vicinity of her property by using a leaf blower to move the feces back into the neighbor's yard. While attempting to do so, Ms. Du�l had reached over the ncighbor's fence, which prompted the neighbor and her two (2) dogs to come into the yard near the fence, and "aggressively" accuse Ms. Duhl of trespassing into their yard. A heated discussion ensued, wi.th a call apparentiy being made to the CiEy Yolice Department by the neighbor. Mr. and Mrs. Duhl admitted that Moui's language barrier may have eievated the conversation; and there was some dispute regarding the conversation a�d who threatened whom, Mr. Duhl advised Commissioners that a security video CD that he had made ol the altercation was available. Commissioncr Bosch requested that Moui put all �.er information in a folder, along with any new concern, for her to review prior to iheir naeeting in January. Call to Ordex: Chair Delmore called the meeting to order at 7:04 p.rn. Approval of Minutes Conuiiissioner Higbee moved and Commissioner Venters seconded approval of thc November 14, 2006 meeting minutes as presented.
