Departraest Approval: <br />Item Description: <br />Backgro�nd; <br />�� <br />REQUEST FQR COUNC�L ACTION <br />Manager Reviewed: <br />�/��� � <br />Date: Augus# 19, 2002 <br />Item: �, C <br />Agenda Sectioa; <br />4rganiza.tional Business <br />Human Rights Commission Grant Application <br />Among other responsibilities, the Roseville Human Rights Commission seeks to promote a <br />positive htunan rights climate in the community through public education. Most recently the <br />Commission held two public forums to discuss the aftermath of the September 11 terrozist attack. <br />The Cornmission also spansors an annual Essay Contest to encourage Roseville youth to <br />consider Human Rights issues. <br />The St. Paul Faundation issued a Request for Proposals (RFPs) for groups who wish to take <br />action towards reducing racism. Members of the Human Rights Commission have met with and <br />obtained support from the Cultural Diversity Coordinator of the Roseville Area Schools (RAS} <br />about working with a school to facilitate students creating a play that addresses racism_ <br />According to RAS staff, 20% of students at RAS are students of color, among the highest <br />percentage in suburban schools. Commission members also talked with staff at several acting <br />companies about the project and there is interest in partnering in such a project. <br />Financial Implications: <br />The Human Rights Commission has a small budget to conduct business through the year. The <br />Commission wants to apply far one time funding through the 5t. Paul Foundation to work <br />directty with area youth to address racism. The City of Roseville would be the fiscal agent for <br />the grant, and all moneys would be specifically used to fwid the project which would be <br />completed in 2003, The RFP is due on September 20. <br />Council Action Requested: <br />The Human Rights Comtr�ission seeks approval to apply for a one time St_ Paul Foundation <br />Grant to establish an educational program that addresses racism. <br />
