Charge <br />`� Our charge is to determine if a charter is desirable or necessary for the City of Roseville. <br />If we determine that a charter is desirable or necessary then we are to develop a charter to <br />present to the citizens of Roseville for a vote. I want to emphasize the declaration and <br />commitment that we all unade to Judge Cohen that we would be open mitZded, deliberate, <br />directing our ene;rgies to the future, focusing on what is best for the entire city of <br />Rosevxlle. We all agreed not to be single issue focused or representative of a single issue <br />in our role. <br />
