All meetings shall be held in the Roseville City Hall unless meeting notices state othe�rwise. Ail meetings shall comply with the Minnesota Qpen Meeting Law (Minnesota Statutes, Section 471.705). All regalar and special meeting notices shall be posted on fhe Roseville City Hall bulletin board. Section 2. Special Meetin�s. A majority of ineznbers of the Commission may call a special meeting to transact any business stated in the meeting notice in accordance wiil� state law. Notice of the special m�eeting shall state the time, date, place, and business to be conducted at the special meeting and shall be provided to members not less than three (3) full days prior to the meeting. The business to be considered at special meetings shall be limited to that siatcd in the meeting notice uniess all rnembers of the Commission are present and. vote unanimously to conduct additional business. Section 3. uorum. The powers of the Commission shall be vested in the members thereof in office form timc to time. A majority of qualified and acting members shall constitute a quorum for the purpose of conducting the Commission's business and cxercising iis powers and for all other purposes. Section 4. Qrder of Business. The following items shall be included in the order of business. AlX resolutions shall be recorded in the minutes of the Commission mectings. The meetings will be conducted in accordance with the simplified parliamentary procedure attached hereio as Exhibit "A". Section 5. Manner of Votin�. Thc voting on alI issues coron.ing before the Commission shall be recorded in the minutes, which sha11 state what was done and not what was said. The votes on resolutions, unless unanimous, shall be by roll call, and state the number of "yeses", "nays", and "abstentions". When a quorum is in attendance, action may be taken by the Coz�mission upon a vote of the majority of the members present unless another provision of these by-laws specifically states otherwise. -3-
