Roseville Charter Commission Roseville City Hall Council Chambers Minutes of Meeting of June l 9, 2002 I. Call to Order/Ro11 Call The meeting was calied to order at 7:04 p.m. by Chair Robert Bell, All members except Riach were present II. Approval of Minutes The minutes of the May 15, 2002 meeting �vere approved wittz two correctians 1) Change the third sentence to read Roseville City Co:�ncil menebers and �ncrnager were present. 2) Correct the spelling ofNeal Beets' name. III. Old Business Motion by Bell: Make the following changes to the proposed Charter (refer to Duke Addicks at League of Minnesota Cities) I. Language for statuiory cities to establish wards is in process for this year. Add similar language to the Charter 2. If the any changes to elecEion process/date are proposed via Charter, they should not affect elections or any decision the council will make regarding election dates. (Council can currentiy make elections odd or even) Make Charter identical to Minnesota State Law 3. Make changes to clarify Initiative and Referendum — I,imit petition to 1000 peopie for both Initiative and Referendum Friendly amendmcnts: I. change the effecrive date to the first day in 2003 II. Updates returned to everyone in 30 days Seconded by Sands. All in favor kesident Input: Joseph Machyowsky Spoke in favor of the proposed charter • Portion of the peopie who voted in thc election was small • Shauld give the home rule Charter anothcr chance because it's an even year election • Liked limits on spending Silvis: Concurred with Mr_ IVlachyowsky regarding support for the Charter and fiscal controls dohnson: Disappointed that the Charter was not campaigned for hy thc people w�o initially supported it.
