Roseville Charter Commission <br />Roseville City Hall Council Chambers <br />Minutes of Meeting of May 15, 2002 <br />CaIE to Order/Rofl Call The meeting was cafled to order at 7:03 p.m. by Chair Robert Bell. All <br />members were present. Add9tionally, the following RosevifEe City Council members were present: <br />John Kysylyczyn <br />Tom Kough <br />Neal Beats <br />Greg Schroeder <br />Approval of Minutes The minutes of the April 17, 2002 meeting were approved. <br />III. Charter Discussion With Citv Cauncil <br />Chair R. Belf opened the discussion with a weicome to the City Council members that were present <br />and a statement requesting their viewpoints/advice on #he proposed Charter <br />Mayor Kyslyczyn: <br />* They would like the Charter on the ballot this fall <br />• Several Council members would suppart he Charter <br />• Desire to conform to even-year elections <br />• Would not like to see Charter on ballot when turnaut is low (odd year) <br />• Don't drop Initiative 8 Referendum <br />• �eave implementation of Charter until 1213i/2003 <br />Tom Kough <br />• Worked under Charter in Austin <br />• Charter places power with the people <br />• Charter prevents city from selling city property <br />• People did not truly understand Charker (in the last election) <br />• There are adva�tages/disadvantages to the ward system among #hem — possibly having a <br />representative who does not really want to setve & having representatives who a!I come <br />from the same geographic area <br />Craig Klausing <br />• Council Has not discussed Charter as a group <br />• The residents of Roseville were afforded the opportunity to vote on the Charter and they said <br />no <br />• During his time serving on the Charter Commission the Commission rejected Wards <br />because it was 1) difficult ta get good candidates and 2) When you run fior the city at large <br />you have to get tot know the who�e city, Rot just a partion of it <br />Greg Schroeder <br />• In favor of Charter <br />• Gharter docurnent retlected the type of Government ti�at we have now. Some <br />additions/topics of discussion could include: <br />a wards <br />o number of council members <br />o special election parameters <br />o dollar Eimit caps <br />o Initiative & Referendum is important <br />
