Ms. Shea further opined that this would provide an <br />affordable way to finance public improvements; and welcome any <br />assistance the City could provide to improve the quality of the <br />housing complex. <br /> <br />Public Comments <br /> <br />Keith Body, 2648 McKubin Street <br />Mr. Body advised that income considerations were vital, and <br />personally noted that if he were to refinance his unit to pay for the <br />improvements, he may not be able to afford the payments based <br />on his income level. Mr. Body requested that the Council <br />consider some type of long-term financing through the City or <br />HRA-arranged financing through banks; opining that otherwise, <br />most of the residents wouldn't be able to meet their payments for <br />short-term bank financing. <br /> <br />Resident at 2668 McKubin Street <br />The resident spoke in support of the proposal; opining that the <br />President and Association Board had done their homework well; <br />and sought the City Council's careful consideration of the <br />proposal. <br /> <br />Jane Ritchie, 2720 McKubin Street <br />Ms. Ritchie opined that the "property was the jewel of the town;" <br />and further opined that it would be a shame if, because people are <br />unable to afford it, it further deteriorated. Ms. Ritchie advised <br />that the residents are willing to make the property a real asset to <br />the City; had considered other options; and wanted to maintain the <br />property as an asset to the City, thus necessitating the <br />homeowners' request to the City for assistance. <br /> <br />Mark Lindberg, 2708 McKubin Street, Vice President of <br />Association <br />Mr. Lindberg spoke specifically to Councilmember Pust, asking <br />"What are your fears of doing this type of financing?" <br /> <br />Councilmember Pust opined that the arguments for financing were <br />not being made to a bank, but to local government; and noted that <br />her decision needed to be based on other needs in the community <br />of other multi-family and single-family homeowners; and other <br />
