<br />1 Roseville City Council Rules of Procedure <br />2 ~onday,August8,2005 <br />3 <br />4 l. Roberts' Rules of Order. The Council adopts the most recent edition of <br />5 Roberts' Rules of Order for all Council meetings. <br />6 <br />7 2. Agenda. Any Councilmember may add an item or items to a Council Agenda <br />8 until] 2:00 Noon on the Wednesday preceding a ~onday City Council meeting. <br />9 <br />10 3. Pnblic Comment. The City Council will receive public comment at Council <br />11 meetings in accordance with the following guidelines: <br />12 <br />13 a. Public Comment at the beginning of a Council meeting and not pertaining <br />14 to an agenda item is for the purpose of allowing the public the opportunity <br />15 to express their viewpoints about policy issues facing City governnlent. <br />16 Presentations will be limited to 5 minutes per speaker. <br />17 <br />18 b. Public Comment pertaining to agenda items is for the purpose of allowing <br />19 any member of the public an opportunity to provide input on that item. <br />20 These public comments will generally be received after the staff <br />21 presentation on that agenda item and before Council discussion and <br />22 deliberation. These public comments are also limited to 5 minutes per <br />23 speaker. <br />24 <br />25 c. ~embers of the public are always free, and encouraged, to reduce to <br />26 writing their comments about city business and to submit written <br />27 comments to the Councilor staff before, during, or after a Council <br />28 meeting. <br />29 <br />30 d. Signs may be held and displayed during Council ~eetings but only at the <br />31 back of the Council Chambers so that the view ofthe seated audience is <br />32 not obstructed. <br />33 <br />34 e. Public comment, like staff and Councilmember comments, will pertain to <br />35 the merits of an issue; personal attacks will be ruled out of order. <br />36 <br />37 f. The ~ayor or presiding officer may make special time-length <br />38 arrangements for speakers representing a group. <br />39 <br />40 4. Adjournment. By no later than 11 :00 p.m., all Council ~eetings shall conclude <br />41 either by adjournment or by recessing to another day. <br />42 <br />43 5. Videotaping. Except for closed executive sessions authorized under state law <br />44 and meetings of Councilmembers outside of the City Council Chambers, all <br />45 meetings ofthe City Council shall be videotaped.
