Roseville City Council - Minutes of 2/06/07 Special Meeting Pg 9 of 10 to discussion at the Council level to allow them to absorb those materials and any other research they may wish to perform. Staff was directed to reinstate an agenda section entitled, "New Business" or "Council Communications/Reports/Announcements" with each Councilmember given opportunity to speak on individual issues; preferably following non-public participation items to accommodate public participation or immediately following "Public Comment," to provide sufficient community information and notice. Further discussion included minute detail and Council preferences; long- term objectives of the Council versus individual issues of the day to ensure the future of Roseville; and support or lack of support by individual Councilmembers for each other's ideas or issues. Following further discussion City Manager Malinen was directed to use as a foundation the existing resolution on rules and procedures from 2002, previous discussion items from August of2005, and incorporating tonight's discussion on those consensus items, and consolidate them in memo fonnat to capture the Council's intent, for further consideration and discussion at the Saturday, February 10,2007 continuation meeting, as follows: 1) Timing of Council packet formation and delivery' 2) Issue and Meeting curfews; 3) City Council-requested items and location on agendas; 4) Electronic and/or paper agenda packets; and 5) City Council Task Force or Subcommittee formation. Councilmember Roe suggested that a summary of current practice and tonight's discussion be provided with potential draft language for a policy statement or resolution. Mayor Klausing closed discussion at approximately 8:58 p.m.; and continued the meeting to Saturday, February 10,2007 from 1 :30 - 3:30 p.m. in the City Hall Council Chambers, in Study Session format.
